Hospital CEO apologizes to discharged patient: 'We take full responsibility for that failure'

WBAL-TV 11 News spoke with the woman's mother, who said her daughter is 22 years old and has a history of mental illness. A family friend said the woman is schizophrenic and on the autism spectrum.

Imamu Baraka is the man who shot the video and said he also spoke with the woman's mother. He says the woman had been missing for two weeks and her mother was shocked when she realized she was watching a video of her daughter.

"She's grateful, extremely grateful, because the phone call that she was expecting was very different," Baraka said.

Patrick Moran is president of the American Federation of State, County and Municipal Employees, which has been outspoken on the need in the state for more available beds for mental health patients. Moran said the video is a sad example of that.

"It is absolutely unacceptable," Moran said. "She should've been at one of the state's mental health facilities, in a bed, being medicated, with a treatment plan to get her stabilized and moving forward."
