Convention Information

AFSCME Council 3's 5th biennial convention is taking place on Monday, October 17 and Tuesday, October 18 at the Silver Spring Civic Building (1 Veterans Pl, Silver Spring, MD 20910) in Silver Spring, Maryland.

General Reminders

Masking: This is a friendly reminder that we will be taking everyone’s health and safety seriously and asking that each participant wear a mask while inside the building.

COVID Testing: We will be providing COVID tests to each participant and asking that everyone verbally confirm that they have received a negative COVID test result. If you are experiencing any COVID-like symptoms, we ask that you stay home.

AFSCME T-Shirts: On Day 2, please join us in wearing your favorite AFSCME t-shirt! We will be taking a group photo together on this day.

Release Time: If you requested state release time and have been approved, you must attend both days of Convention in order to receive release time. Please let us know if something arises that prevents you from attending convention on both days. And of course, if you are experiencing any COVID-like symptoms, please refrain from attending convention.

Some highlights on Day 1 of Convention include:

  • Remarks from AFSCME Council 3 President Patrick Moran and AFSCME International Secretary-Treasurer Elissa McBride
  • Interactive panel event featuring stewards in action
  • Leadership development and skill-building workshops
  • Happy hour and casino night with raffle prizes and dinner buffet stations

Some highlights on Day 2 of Convention include:

  • Guest speakers from various organizing campaigns
  • Special appearances from AFSCME-endorsed candidates Anthony Brown, Brooke Lierman, and Wes Moore


Registration will open at 10:00 AM and close at 1:00 PM on Monday, October 17. At registration, you will receive your badge and additional information. Guest registration has closed.


On Day 1, boxed lunches will be available for pick-up starting at 11:00 AM. Snacks will be provided in breakout sessions, and happy hour refreshments will be served after Convention business on Day 1. In the evening, various dinner buffet stations will be set up during Casino Night.

On Day 2, breakfast will begin at 8:00 AM, and lunch will be provided at 12:15 PM.

There are plenty of outdoor picnic tables and benches located right outside the Silver Spring Civic Building to eat at and get a breath of fresh air during meal times and breaks.

You will be able to check-in at 5:00 PM after the General Session concludes on Day 1.


The DoubleTree Silver Spring is a short, three-minute walk to the Silver Spring Civic Building. Shuttle service can be provided between the DoubleTree Silver Spring and Silver Spring Civic Building for those who would like to use this option.
