Two McKay bills among those becoming law without Hogan

Under McKay's legislation, the commissioner of correction must submit a security and staffing report covering the prior two-year period to the secretary of the Department of Public Safety and Correctional Services, the governor and the legislature by Oct. 31, beginning this year. The report must be based on a joint survey conducted by corrections officials and the employees' union, the American Federation of State, County and Municipal Employees.
