Maryland health secretary held in contempt over mental health system

The union representing Health Department employees welcomed the contempt ruling. The union has criticized the Hogan administration for reductions in staff.

"It's obvious the Hogan administration has not paid attention and has not changed Maryland for the good here. They've changed Maryland for the bad, and someone needs to be held accountable because these people are suffering as a result of their inaction," said Patrick Moran, president of AFSCME Council 3.
