Maryland Dept. of Public Safety and Correctional Services targets prison staffing problem with hiring bonus

"Obviously, they have a staffing problem," said Maryland AFSCME President Patrick Moran. And while he said "it's good to see they're finally taking steps" to resolve it, he called the package for new recruits "a blow to the morale to the people who have been serving … who have been working ungodly amounts of overtime in unsafe conditions."

"It's putting a Band-Aid on a gaping wound," he said. "The only way you're gonna recruit is to increase salaries across the board."

"I've seen incentive plans before," he added. "There've been some (in the past) that people haven't been paid for yet.

"In order to maintain staffing, they're gonna need to reward the people already working who have experience, and make them believe they're valuable to the process."
