Executive Board Members (19)
The members of the Council 3 executive board, excepting the two Higher Education representatives, are automatically included on the bargaining team. If any of these members do not or cannot be on the team, they can send a designee.

Regionally Elected Members (11)
Eleven members will be nominated and elected by region to ensure regional representation on the bargaining team.

bargaining-update-10-19-16State Bargaining Team – Qualifications & Responsibilities
Participating on the state bargaining team is a serious commitment. Please read the following qualifications and consider your ability to fulfill the duties and responsibilities before you run for the team.

Basic Qualifications – You must:

  • Be a member in good standing
  • Have participated in steward or activist training, and be active within local or council
  • Have participated in steward or activist training, and be active within local or council
  • Be a truly committed, reliable, diehard, participating active member
  • Be comfortable communicating with people you don’t know
  • Know the MOU/contract
  • Be available for all sessions, including evenings and weekends
  • Be willing to be a full participant with or without release time
  • Have transportation for sessions in Baltimore or Annapolis
  • Be able to maintain confidentiality
  • Be punctual and remain for the full session
  • Attend the bargaining team retreat on August 4-5
  • Be comfortable to be publicly identified as a member of the bargaining committee
  • Have a positive attitude and open mind

Responsibilities at the Table – You must:

  • Be prepared to read proposals
  • Know your MOU
  • Be willing to participate
  • Respect rules of order and the negotiator when they speak
  • Show up on time
  • Be attentive, present, and engaged during the session
  • Be supportive of collective decision-making

Responsibilities Away from the Table

  • Communicate to Contract Action Team (CAT) members immediately after each session
  • Communicate the wishes or concerns of CAT members back to the bargaining team; communication goes both ways!
  • Engage in actions and activities as planned
  • Report to fellow members
  • Be accessible for communication and call-backs
  • Distribute materials in your region and workplace
  • Be ready to proudly and affirmatively communicate decisions of the bargaining team to membership
  • Be ready to communicate with press, community leaders, and politicians the important issues that we raise in bargaining
